The license granted to Chevron by the US Treasury does not allow it to direct financial revenues to the government of Venezuela, but rather to pay off debts owed to the company, which exceed $3 billion.
The American blockade on Venezuelan oil harms American oil refineries, which were historically designed to refine the heavy, sour crude that Venezuelan fields provide in abundance, and this is a role assigned to Chevron to avoid harm to the American consumer from the high cost of fuel.
