“Transfer them means their death” .. Gaza health warns of the dangers of displacement of two thousand wounded and patient policy


Gaza- With an open belly and an open intestine that is covered only by a thin nylon tape that wakes up Dina Shaheen, 21, from its coma inside the intensive care department at the Maedani Hospital in the Al -Zaytoun neighborhood, east of Gaza City, and wakes woven from the sound of the foolish and the defender.

Dina is surprised by one fear, which is that the sudden invasion of her parents leads to displacement south without being able to take her, and she is drowned in respiratory and medical controls. Doctors begged by panic.

On the outskirts of the open hospital, her parents sit for days without sleep, clinging to their place as if their presence is the last valve of their daughter’s life.

“We returned from the southern Gaza Strip, and we installed a tent over the rubble of our house in the Al -Zaytoun neighborhood, but we were under the shelling to leave her to an area adjacent, and there our daughter was shot by a plane,” Umm Dina says to Al -Jazeera Net.

Surgeons and fears

Dina had completed her practical training in Al -Shifa Hospital, and she returned to her tent, and as soon as she sat until she was surprised by two bullets from the “Kawad Kabter”, the first penetrated her thighs and exit, and the second exploded in her stomach, and she torn her bowels.

She underwent successive surgeries, during which two meters of their intestine were removed, but the complications were broader than her possibility, as her stomach was swollen and the food was leaked from her wounds, then her intestine exploded again, and a few days ago, another operation entered the doctors after which her wound left open waiting for the decline of swelling and visceral inflammation.

And with every vigilance of her nap, a religion of doctors is required to make sure of the presence of her parents, for fear that she will wake up alone.

Jamaition obsession

It is not only a religion that faces this obsession. According to the Ministry of Health in Gaza, more than two thousand patients and wounded, among them 120 on breathing and intensive care devices, and 400 people with kidney failure, along with children and cheerleaders in nurseries, the elderly and chronic diseases, most of them will pose an imminent danger to their lives, and many may die during forced transport in the south.

The ministry confirms that the transfer of these people is more like a deadly adventure. The southern hospitals are working with a occupancy rate of more than 300%, and it has no ability to receive thousands of new cases.

“We will not leave our places, this is totally and detailed, we are staying in Gaza, and none of these patients will survive if they are displaced under fire,” says the Director General of the Ministry, Dr. Munir Al -Barash, to Al -Jazeera Net.

Al -Barash adds that the occupation did not send an official warning to evacuate hospitals, but he asked to “prepare” to develop plans for transporting patients to the south.

The ministry warned of the repetition of the disaster, as forced displacement in light of the bombing of roads and the absence of the ability to transport sensitive medical devices – such as photography or industrial breathing devices – means only massive mass death.

Legitimacy

The refusal of displacement and the Ministry of Health’s insistence to remain in Gaza is a protected right guaranteed by international humanitarian law.

According to legal expert Osama Saad, the refusal of hospitals to comply with any evacuation order is not a violation, but rather a legitimate right, but forcing it to evacuate or target it because of its rejection constitutes a serious violation that strengthens international criminal responsibility for the occupied force.

Saad added to Al -Jazeera Net that the Fourth Geneva Convention protects civil hospitals, and it is imposed on all parties to respect and protect them in all circumstances as long as it is not used for military purposes.

He emphasized that Article (18) of the agreement prohibits depriving civilians from medical care, while Article (12) of the first additional protocol prohibits the transfer or evacuation of medical facilities unless there are reasons related to the safety of patients or their employees.

Saad believes that the imposition of forced displacement on hospitals without ensuring the continuing medical services is considered a forced migration prohibited under the Geneva Convention, and it may be classified as a war crime according to the Rome International System, especially if it leads to depriving civilians of basic medical care or the implementation of forced collective displacement.
