The Russian newspaper Gazeta highlighted the global governance initiative presented by Chinese President Xi Jinping at the “Shanghai Cooperation Organization” summit, and quoted a deputy in the Russian Duma Council as saying that the initiative does not mean the creation of a new international system.
The newspaper, in the report of the two writers Eva Veshonskaya and Irina Yredanova, pointed out that the Chinese initiative is based on 5 principles, which are equality in sovereignty, compliance with international sovereignty of the law, the practice of pluralism, the call for an approach focusing on peoples, and focus on taking actual measures.
It quoted the Chinese president as saying during the summit: “I would like to offer an initiative for global governance, and work with all countries to build a more just and equal global system, and build a common destiny for humanity,” it quoted the Chinese president as saying during the summit.
A leadership role for Shanghai
The Chinese President pointed out that the acceleration of unprecedented global changes requires that the “Shanghai Organization for Cooperation” be the role of leadership and to be a model in implementing global governance initiatives.
He added that “the organization has become a positive force in building and reforming the global system, as it has advanced and implemented many new concepts in this field.”
The report also quoted Russian President Vladimir Putin his country’s support for the Chinese initiative, stressing that “the Shanghai Cooperation Organization” has played an active role in promoting “peace and security” in the Eurasia region since its foundation.
Putin added that some countries are still seeking to impose their dominance in international affairs, which makes the Chinese initiative important in this context, considering that the “Shanghai Cooperation Organization” has the ability to lead the process of establishing a more just and improvised global system.
“Russia supports the Xi Jinping initiative and wants to start discussing the proposals in a significant way,” the Russian president said during the summit.

Support from all attendees
According to the report, the Chinese President Xi Jinping initiative was supported by the Belarusian President Alexander Lukashenko, who stressed that “the initiative is mainly based on the principles of equality and justice,” which are values ”that international relations are lacking at the present time.”
Lukashenko added that Xi Jinping identified “the basic principles” through which the real problems facing countries and peoples can be solved, stressing that Belarus is ready to participate in this initiative, whether within the framework of the “Shanghai Cooperation Organization” or in the framework of other forums such as the United Nations.
For his part, Chinese Foreign Minister Wang Yi stated that the initiative of Xi Jinping was the most prominent event at the summit, noting that all the leaders present provided them with full support, and it also received a wide response from the international community, as he put it.

What does the initiative mean?
The writers quoted the Russian Duma MP, Yughenini Fedorov, that Chinese President Xi Jinping’s initiative is not related to the establishment of a global government, stressing that it arouses the attention of all countries.
Fedorov considered that “the principle of the global government is inconsistent with international law that is based on 3 principles that were identified after the Second World War. It is based on not violating the regional borders, i.e. the borders of 1945. It is also based on the right of nations to self -determination, taking into account the respect of those borders … and therefore, the principle of state sovereignty contradicts the establishment of a global government … no one likes to be under the authority of another party, and this contradicts the nature of man, not to mention the nature of nations.”
Fedorov pointed out that Xi Jinping seeks to enhance cooperation between countries and form a joint infrastructure for development, adding: “The initiative does not aim to coordinate traditionally as the United Nations does in the fields of human rights, economics, carbon emissions, and others. It also includes the establishment of institutions that offer comprehensive solutions for sustainable development at a global level, which countries accept voluntarily.”
“These institutions will mean security issues to ensure that wars do not arise. At the same time, this proposal is part of the mechanisms of improving and developing United Nations institutions, and does not include the creation of a new structure.”
