Prince Muhammad bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, presided over the session held by the Council of Ministers, on Tuesday, at Al Yamama Palace in Riyadh.

The Council also discussed, according to what was reported by the Saudi Press Agency, “SPA”, the content of the reception of the Custodian of the Two Holy Mosques, His Excellency the President of the People’s Republic of China, and what his official visit to the Kingdom witnessed in terms of discussions with the Crown Prince and Prime Minister, and the signing of the comprehensive strategic partnership agreement between the two countries. The two friends, and the harmonization plan between (Vision 2030) and the (Belt and Road Initiative), in addition to 46 agreements and memorandums of understanding between the government and private sectors to expand the scope of cooperation in various fields.
In this context, the Cabinet welcomed the outputs of the (Saudi-Chinese Summit), the (Riyadh-Gulf-Chinese Summit for Cooperation and Development) and the (Riyadh Arab-Chinese Summit for Cooperation and Development), and the keenness embodied by these three summits hosted by the Kingdom to strengthen the solid friendship between Arab countries. and the People’s Republic of China, strengthening the bonds of cooperation and partnership in various fields; In order to achieve more growth and prosperity and serve the goals and aspirations towards a promising future for peoples and future generations.

The members of the Council noted the contents of the speech of the Crown Prince and Prime Minister during his presidency of the meeting of the forty-third session of the Supreme Council of the Cooperation Council for the Arab States of the Gulf, and what it reflected of the Kingdom’s interest in activating the process of cooperation in all fields, and the determination to present a second phase of the vision of the Custodian of the Two Holy Mosques regarding strengthening work subscriber; In line with the ambitious development visions adopted by the GCC states, economic transformation plans, and their growing role in regional and international issues.
In his statement to the Saudi Press Agency after the session, Acting Minister of Information Dr. Majid bin Abdullah Al-Qasabi stated that the cabinet dealt with a number of regional and international issues, reiterating what the Kingdom affirmed during the Conference of the States Parties to the Convention on the Prohibition of Chemical Weapons of its interest in supporting the objectives of the agreement aimed at preserving chemical weapons. International peace and security, and ensuring the use of chemistry for peaceful purposes, as an extension of its firm policy aimed at strengthening cooperation to ban all types of weapons of mass destruction and prevent their proliferation, including making the Middle East region free of them.
The Council praised the consensus reached by the parties to the transitional phase in the Republic of Sudan and the signing of the framework agreement document, stressing the Kingdom’s position in support of everything that would achieve peace and maintain security, stability and development in this brotherly country.
The Council of Ministers considered that the United Nations Organization chose the city of Riyadh to launch the general overview of global humanitarian action for the year 2023 AD, as it reflects the distinguished position of the Kingdom among the countries of the world in this field, and the role it plays within the framework of its presidency of a group of major donors to unify joint efforts and enhance international cooperation in order to achieve Sustainable development goals, striving to eradicate poverty, deliver aid to the needy, and alleviate the suffering of the most needy groups and communities.
On the local issue, the Council appreciated the ability of the Saudi Arabian Oil Company (Saudi Aramco) to discover two fields of unconventional natural gas in the eastern region, extending its praise and praise to the Almighty God for the abundant goodness bestowed upon this country.
His Excellency indicated that the Council of Ministers described the Kingdom’s progress in the Global Talents Report for the year 2022 issued by the Global Competitiveness Center of the International Institute for Management Development, as a translation of the state’s interest in the education sector to upgrade it in line with successful international best practices, national development goals and the human capacity development program.
The Council reviewed the topics on its agenda, including topics that the Shura Council participated in studying. It also reviewed the conclusions of the Council of Economic and Development Affairs, the Council of Political and Security Affairs, the General Committee of the Council of Ministers, and the Council of Experts in the Council of Ministers.
The council concluded the following:
First:
Approval of a draft cooperation agreement between the government of the Kingdom of Saudi Arabia and the government of the Hellenic Republic in the field of sports.
Secondly:
Authorizing His Excellency the Minister of Investment – or his representative – to discuss with the Italian side a draft memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Italy for cooperation in the field of encouraging direct investment, sign it, and then submit the final signed copy, to complete the formal procedures.
Third:
Approval of a memorandum of understanding for cooperation in the field of health between the Ministry of Health in the Kingdom of Saudi Arabia and the Ministry of Health in the Hellenic Republic.
Fourthly:
Approval of a framework agreement for cooperation in the field of peaceful uses of atomic energy between the Government of the Kingdom of Saudi Arabia and the Government of the Kingdom of Morocco.
Fifth:
Authorizing His Excellency the Minister of Industry and Mineral Resources, Chairman of the Board of Directors of the Saudi Export Development Authority – or his representative – to discuss with the Ghanaian side a draft memorandum of understanding between the Saudi Export Development Authority in the Kingdom of Saudi Arabia and the Ghanaian Export Promotion Authority in the Republic of Ghana in the field of developing non-oil exports, And sign it, and then upload the final signed copy, to complete the legal procedures.
Sixthly:
Approval of a draft memorandum of understanding between the General Department of Financial Investigation at the Presidency of State Security in the Kingdom of Saudi Arabia and the Department of Combating Economic Crimes in the Office of the Prosecutor General of the Republic of Uzbekistan regarding cooperation in the exchange of information related to money laundering, terrorist financing and related crimes.
Seventh:
Authorizing the Chairman of the Board of Directors of the Food and Drug General Authority – or his representative – to discuss with the French side a draft memorandum of understanding between the Food and Drug General Authority in the Kingdom of Saudi Arabia and the French Agency for Food, Environment, Occupational Health and Safety in the Republic of France in the field of managing veterinary medicinal products, and signing it And then upload the final signed copy, to complete the legal procedures.
Eighth:
Authorizing the General Supervisor of the National Center for Documents and Archives – or his representative – to discuss with the Moroccan side a draft memorandum of cooperation between the National Center for Documents and Archives in the Kingdom of Saudi Arabia and the Archives of Morocco in the Kingdom of Morocco in the field of documents and archiving, sign it, and then upload the final signed copy to complete the regular procedures.
Ninth:
Approving the extension of the period specified in Article (73) of the Water Law, issued by Royal Decree No. (M / 159) dated 11/11/1441 AH, by an additional year in relation to the deadline for disclosing the existence of unlicensed wells.
Tenth:
Adding a paragraph bearing the number (2) to Article (twenty-one) of the system of the General Endowment Authority, issued by Royal Decree No. (M / 11) dated 2/26/1437 AH, to read as follows: “Article twenty-one:
1- In terms of fees, the Authority shall treat public bodies and institutions.
2- The charitable endowment and the charitable share in the joint endowment, which are registered with the Authority, are excluded from the provisions of the judicial costs system.
The Cabinet also reviewed a number of general topics on its agenda, including annual reports of the Saudi Standards, Metrology and Quality Authority, the Saline Water Conversion Corporation, the National Center for Wildlife Development, the Local Content and Government Procurement Authority, the King Abdulaziz House, and the General Authority for Competition. The Council has taken the necessary measures regarding these issues.
