To hold the Libyan elections.. Batili calls for settling the points of contention


The Special Representative of the Secretary-General of the United Nations in Libya, Abdullah Batili, announced today, Sunday, that he agreed with the head of the national unity government, Abdul Hamid al-Dabaiba, on the need to settle the remaining “controversial” points and move forward with organizing elections.

Resolving contentious points

Batelli added via Twitter that, in a separate meeting with members of the Election Commission, he urged all parties to resolve “controversial” points and reach an agreement on a legal framework leading the country to hold elections as soon as possible.

‘Concerns’

The UN envoy welcomed the commitment of the commission members to remain “ready” for holding the elections, noting that he had heard during the meeting with the commission members their “concerns” about the electoral laws under discussion.

Batelli also met with the head of the Libyan Presidential Council, Muhammad al-Munfi, and they discussed together the draft electoral laws for the Joint Committee (6 + 6). Batelli said that they agreed on the need to address the “concerns” of all concerned parties.

Earlier, the head of the national unity government said that holding elections according to “fair and enforceable” laws is a prerequisite for the success of the electoral process.

A statement by the unity government stated that Dabaiba discussed with Batili the electoral path and ways to make the electoral process a success.

Equitable distribution of spending

While Al-Dabaiba confirmed that his government continues to coordinate efforts with the UN mission with the aim of enhancing communication and implementing programs supporting the success of the elections.

The meeting touched on indicators of government spending during the first half of this year, as Dabaiba pointed out the necessity of continuing the “fair distribution of spending to all citizens in various regions,” according to the statement.

Dabaiba indicated that more than 80% of the spending goes “directly and equally” to all citizens through salaries, allowances and support, according to the statement.

Contacts with various parties

The UN mission recently said that Batili had contacted various parties and leaders in the country and regional and international partners to discuss draft election laws issued by the Committee (6 + 6) emanating from the House of Representatives and the Supreme Council of State.

The Committee (6 + 6) met in the Moroccan city of Bouznika between May 22 and June 6 to draft laws for the presidential and parliamentary elections, which could not be held in December 2021 in the presence of two governments in the country.

Late last month, Libyan media reported that the committee had agreed to hold parliamentary elections next December and presidential elections in January 2024.
